Responsibilities
The Budget Director is a senior-level professional position that reports directly to the Chief Financial Officer of the Virginia Institute of Marine Science. Ms. Barrack is a key advisor to the Chief Financial Officer in all matters relevant to the operating budget of the Institute including implementation of the Institute’s budget, budgetary status of all funding sources and cash position of the Institute . In addition, Ms. Barrack oversees the financial operations of the VIMS Foundation.
Key accomplishments include implementation of the VIMS Foundation into the Banner Financial Accounting System, and serving as Chair of the Finance Working Group. She is also a member of the VIMS Administrative Council and the Commonwealth’s Managers Association.
Education & Experience
Betty L. Barrack graduated from James Madison University with a Bachelor of Business Administration degree concentrated in Accounting and began her career as an auditor for the Auditor of Public Accounts in Richmond, Virginia. She then obtained a position at the Virginia Institute of Marine Science in 1987 where she has served in various positions including Grants Administrator, Manager of Planning and Budget, and VIMS Foundation Financial Accountant. Her current position as Budget Director became effective in 2008 and fully incorporates the experience received in grants and contract, state, and private fund arenas.
Community Service
Betty volunteers for Crime Solvers within her county. She has served as church treasurer and Little League softball coach, and has worked on various fundraisers serving as Procurement Co-chair for the Chesapeake Academy Auction Committee and as a member of the VIMS Auction Committee. She also served on the Parent Council for Christchurch school.
Family
Betty resides in Lancaster County. She has a daughter, Sarah, who is attending VCU in the School of Radiological and Health Sciences.
